Heather is a visionary leader, servant-hearted innovator, and tenacious problem-solver whose life's work is transforming housing and community development. With over 25 years of experience in the public and private sectors, Heather has devoted her career to creating pathways to sustainable housing solutions that empower individuals, families, and communities to thrive.
Her journey began with a knack for numbers, working as a bank teller before securing her first “real job” with the City of Fort Wayne. Over two decades, Heather rose to become the City’s first Director of Housing and Neighborhood Development, leading transformational projects such as the city’s first large-scale, in-town development in over 75 years. These experiences ignited her passion for housing innovation and taught her the intricate challenges and opportunities of building sustainable neighborhoods.
In 2016, Heather founded her consulting business, Capacity Enhancement and Development Services, to help state agencies, planners, and nonprofit leaders navigate the complexities of housing and economic development. Her groundbreaking H.O.M.E. (Housing Optimization through Market Empowerment) Method emerged as a revolutionary framework for addressing housing crises while building community wealth. Through teaching programs like Housing 101 at Ball State University’s Indiana Communities Institute, Heather has equipped countless professionals to rethink housing systems with a focus on sustainability and inclusivity.
Heather’s ability to create innovative solutions also led to the development of self-funded down payment assistance (DPA) programs like Hoosier Homes, ensuring scalability and compliance. She further expanded her vision by creating Club 720, a platform designed to reimagine how communities engage with housing programs. Club 720 builds pipelines of buyers and renters while seamlessly managing housing resources, standing as a testament to Heather’s belief in solving challenges with creativity, grace, and abundance.
Heather’s leadership is grounded in authenticity, a deep love for her community, and an understanding that recharging in her home’s nurturing space allows her to serve others with her full heart. Though often perceived as “made of steel,” Heather’s greatest strengths are her approachability, genuine care for people, and unwavering tenacity. Whether teaching, consulting, or leading, her ultimate goal is to empower others to create lasting, transformative impact.
